Enterprise Support Scheme (ESS)
Launched in 2015, ESS aims to provide funding support for local companies to conduct in-house research and development (R&D) work with a view to encouraging the private sector to invest in R&D.

Eligibility
A company will be eligible to apply if it –
-
is incorporated in Hong Kong;
-
has a current business registration certificate;
-
is not a government subvented organisation; and
-
is not a subsidiary of any government subvented organisation.

The Enterprise Support Program provides funding of up to HK$10 million to companies that have successfully applied for a one-to-one equivalent contribution. The actual amount of funding applied to the enterprise support plan shall not exceed 50% of the total project expenditure;

The duration of the project shall not exceed 24 months, but there is no lower limit;

The Enterprise Support Plan will not support general business operations, such as improving production/operation procedures (for example, investment in machinery and equipment, automation facilities or information technology facilities), general business financing or staff training;

The benefit distribution regulations under the Enterprise Support Plan are not mandatory. However, if the applicant company has confidence in its business prospects and therefore proposes a distribution of benefits, the Innovation and Technology Commission will consider it when evaluating the application
Remarks: Companies can apply for another program called "Investment R&D Cash Rebate Program" and receive 40% cash rebate of the applicant’s expenses during R&D as a reward. Hong Kong companies that successfully apply can apply for two additional funding schemes that were originally only open to tenants of the Science Park and Cyberport.
